Problem: Not everyone who wants a job can find one. This must change.
Action: More job opportunities that lead to stability and careers. I will take action as follows to drive real, measurable results:
1. No federal tax on new small businesses for the first two years.
New small businesses and self-employed startups pay zero federal income tax in their first 24 months — letting entrepreneurs invest in hiring, equipment, and growth.
2. Cut payroll taxes for first-time hires for new small businesses.
First-time hires at small businesses have their federal payroll taxes cut in half for two years for the first 5 employees, directly reducing the cost of adding employees.
3. Made in CA37.
Any company that claims new federal tax breaks or subsidies as part of this Jobs plan must also certify that the new jobs created are locally in their district. This will be done through a pilot District program including CA37 and others, where businesses report the number of local hires, their wages, and job types. Failure to comply with these reporting rules makes the company ineligible for these specific new federal breaks. Funding for administration and enforcement comes from a small portion of the federal incentive budget already allocated for job creation programs, meaning this program is self-sustaining without raising taxes.
4. Accelerate local education and training.
Support community colleges and trade schools to expand programs in much-needed healthcare, green energy, logistics, nursing, and other skilled trades relevant to our district and the greater Los Angeles community by giving families federal tax credits for tuition and certification costs - funded by redirecting unused federal workforce training dollars that Congress has already allocated but cities haven’t spent, and by reclaiming a portion of subsidies from large corporations that receive federal support but don’t create real, local, long-term jobs.
5. Spark more local innovation.
Boost local startups with co-working hubs: Offer federal tax credits to anyone who opens co-working or incubator spaces in CA37 in key business zones, and separate credits to startups that hire local employees in those spaces. Make SBA-backed loans easier and faster to get for these businesses, tied to local hiring. Reward hubs that provide mentorship, workshops, and networking with additional federal support. Fund it by redirecting unspent small business and workforce development dollars and reducing subsidies for corporations that outsource jobs. The result: faster-growing local businesses, more jobs, and real opportunities for our community.
6. Fast-track infrastructure jobs.
Pilot a “CA37 Local Hiring Incentives” program for federal infrastructure contracts. Companies working on roads, transit, or energy in our district get rewards — like faster approvals or eligibility for future contracts — for hiring CA37 residents. Contractors report local hires for transparency and accountability. It’s incentivized, not mandatory, so out-of-district workers aren’t excluded, so our residents get priority access to real, quality jobs.
7. Cut federal red tape for local businesses.
Audit federal rules that slow small businesses and manufacturers in CA37. Identify for removal 20% of outdated forms and reporting requirements, reducing approval delays and paperwork so local businesses can open faster, hire sooner, and get to work creating jobs.
